Refactoring in Motion classes to allow the application
to design it's own motor and motion controller.

Add setting to prevent machine from starting after higher level
authentication. The setting is found in the guidll.ini in the
authentication category.
Example:
[Authentication]
StopAfterHigherLevelAuthentication = TRUE
Adopted GUIDLL_INI from vs10 version
Added additional fixes from (bug 419) but not the SecsGem fixes
